OpenAI Expands Cyber Defense Access to Ukraine Through Daybreak Program

On September 23, 2026, OpenAI announced the extension of its Daybreak program to provide enhanced cyber defense tools to Ukraine. This initiative aims to support the Government of Ukraine and its Ministry of Digital Transformation in safeguarding civilian infrastructure against cyber threats.

In 2025, Ukraine's national cyber incident response team, CERT-UA, managed nearly 6,000 cyber incidents, highlighting the urgency of bolstering cyber defenses. OpenAI's collaboration includes providing access to advanced cyber models to Ukraine, as well as to other countries such as France, Germany, and Poland.

Dmytro Kushneruk, Consul General of Ukraine in San Francisco, emphasized the importance of this support in the ongoing conflict, while Sasha Baker, Head of National Security Policy at OpenAI, stated, "We are proud to support Ukraine’s cyber defenders, who are protecting essential services against attacks every day."

Additionally, CERT Polska, Poland's national cyber agency, reported discovering six vulnerabilities in third-party router software, underscoring the critical need for enhanced cybersecurity measures in the region. This extension of support follows OpenAI's previous initiatives aimed at reducing cyber risks and improving resilience in affected areas.

The collaboration between OpenAI and Ukraine's cyber defense teams is expected to strengthen the country's ability to defend against both physical and digital attacks, ensuring continued access to essential services for its citizens.
